Duration: Date of Award – 9/30/2021 with one option year

Location: Richland, WA

JOB DESCRIPTION

This scope is to perform all contract closeout functions in accordance with current closeout policies and procedures. Responsibilities include but are not limited to the following:

  • In-depth review of contractual and financial information for subcontract closure
  • Obtain completed subcontract incurred cost audits and complete subcontract closeout checklists
  • Complete contract closeout process as required by policy and procedures and as directed
  • Prepare a contract release of claims letter and coordinate the document with the Closeout Office Acquisition Lead, and appropriate subcontractor/vendor
  • Draft closeout documents, de-obligation modifications in the contract system and any other document deemed necessary for contract closeout
  • Assist the Closeout Office Acquisition Lead in analyzing closeout information Of highly complex cost/firm fixed price contracts
  • Interpret, analyze, and summarize audit reports, invoices, claims and financial information
  • Possess the ability to work independently with minimal training and oversight
  • Responsible for the staging process of contract files in accordance with contract retention policies and regulations
  • Maintain 100% accountability of folder/documents throughout the closeout process
  • Determine if obligated funds match required payment or if there is an opportunity to de-obligate funds or a need to obligate additional funds with supervisor review
  • Provide completed folder for closeout review by contract closeout supervisor
  • Reduce the time it takes to close subcontracts by working closely with business managers and department administrators
  • Prepare closeout documents for review and approval as required by policy and procedures
  • Complete spreadsheets and/or reports to track progress throughout the closeout process
  • Understands and can review different contract type documentation including: Fixed Price (FP), Cost Reimbursable (Cost-Re), Time & Materials or Labor Hour (TMLH)
  • Assist in updating contract closeout policies and procedures

REQUIRED QUALIFICATIONS

  • Minimum of 2 years of experience in contract management
  • Minimum of an Associate’s Degree or an equivalent combination of education and experience
  • Advanced skills in standard Microsoft office programs
  • Strong verbal and written communication

DESIRED QUALIFICATIONS

  • Working knowledge of the FAR/DFARs clauses preferred
  • Experiencing closing subcontracts
